Set up an Advance Payment Account (APA)
An Advance Payment Account (APA) is monies deposited into an account with Pima County Development Services for the purpose of paying permit fees and service charges due to Development Services. APA accounts are available for licensed contractors only. An APA application must be completed, and a minimum $50.00 deposit is required in order to establish the account.
Advance Payment Account (APA) Policies
An Advance Payment Account is a trust account that is established by and for licensed contractors only. The funds that are deposited into APA accounts are used to automatically pay for permit fees and service charges.
Please read over these policies before applying for an APA account.
1. Persons or companies who obtain APA accounts must be licensed contractors, and
their license numbers must be listed on the APA application form.
2. APA accounts require a minimum of a $50.00 deposit to establish the account.
3. Accounts with no activity (either payment for a permit or a deposit) for one year or more will be closed and a check will be mailed for the amount of the balance in the account to the account address on file. In order to reopen the account, a new APA application must be completed.
4. APA accounts allow for immediate payment of permit fees and service charges upon approval of the permit application.
5. If a permit application is canceled and the Building Codes review has already commenced, applicable plan check fees will be assessed and paid from the APA account.
6. Re-inspection fees cannot be taken from the APA account via a telephone request. All requests to pay for re-inspection fees from an APA account must be made in person at Public Service, 201 N. Stone, 1st Floor.
7. Pima County is not responsible for unauthorized uses of any APA account.
8. Approved refunds on permits paid for from an APA account will be credited back to the same account.
9. APA accounts must have sufficient funds in the accounts before permits can be paid for and issued from the accounts.
10. Contractors will be notified by e-mail or telephone if the application is rejected due to insufficient APA funds or missing information.
11. Inspections for a permit called in by telephone may not be requested until the permit application has been approved and the fees have been paid for from the APA account.
12. Requests for commercial permits are not accepted over the phone or by fax.
13. Each permit will be assessed a $4.00 service fee.
14. A maximum of three permits may be called in at one time. More than three must be mailed, faxed or applied for online at www.pimaxpress.com depending on the permit type.
15. Requests for building permits sent by fax, phone or online must be received by 2:00 p.m. daily. If you fax, call or use the online service before 2:00 p.m., your permit requests will be processed the same day. If you fax, call or send an online request after 2:00 p.m., your permit requests will processed the next business day. Please keep in mind that staff members who are processing these requests are also assisting walk-in customers.
16. To get set up and use the online building permit service, contact Business Operations at 740-6668 to request a PIN Number OR e-mail the request for a PIN Number to wpermit@dsd.pima.gov. The following information is required at the time of the request:
- Contractor Name
- License Number
- Telephone Number
- E-mail Address
- APA Account Number
Pin Number
Contractors who wish to apply for permits via the Internet (PimaXPress Online Residential Permits) can do so after they have established an APA (Advance Payment Account) and completed application for a PIN number to access Online Residential Permits. This PIN number will be used, in association with your APA account number, to verify approval for use of the APA account on the Web.
