3. Speakers will have THREE minutes each to present testimony. More time may be granted at the discretion of the Chairman. The Commission requests that they not be repetitive. When there is a large group wishing to speak, it will be appreciated if one or two persons could represent the group.

4. Public hearing will then be closed and debate will be limited to Commission and staff.

5. Commission votes on motion and the outcome is announced.

NEW ZONING MASTER PLAN AMENDMENT FOR PUBLIC HEARING

5) Co13-59-2 VAIL B POSTA QUEMADA AREA MASTER PLAN (ZONING PLAN)
Proposal to amend the Vail B Posta Quemada Area Master Plan (a zoning plan) by adding the following additional conditions to the plan: 1) all required plats must be submitted within six months from approval of this amendment by the Board of Supervisors, and an approved final plat must be recorded within eighteen months from adoption of the this amendment; 2) in the event that a plat is not submitted or recorded within the time frames required herein, the conditional zoning approved by the zoning plan shall expire; and 3) any development shall conform with the Conservation Lands System (CLS). The Vail B Posta Quemada Area Master Plan (a zoning plan) was adopted April 21, 1959 and comprises approximately 21,140 acres. The plan is bounded generally as follows: The northern boundary commences at Rex Molly Road, approximately 1 3 miles west of Camino Loma Alta and proceeds east along Rex Molly Road to a point approximately one-half mile east of Camino Loma Alta; southeast to Pistol Hill Road; northeast along Pistol Hill Road to a point one-quarter mile west of Old Spanish Trail; east to Old Spanish Trail; southeast along Old Spanish Trail to the half section-line of T16S, R17E, Section 5, east along the half section-line to the western boundary of Coronado National Forest; south one mile to the half section-line of T16S, R17E Section10, then east approximately three miles along the southern boundary of the Coronado National Forest to the eastern boundary of Range 17 East; south approximately five miles to Interstate 10; west along Interstate 10 to the west boundary of Range 17 East; north to the northwest corner of T16S, R17E, Section 19; west to Cienega Creek; northwest along Cienega Creek to the Camino Loma Alta alignment; north to a point approximately 400 feet south of Rex Molly Road; west approximately three-quarters of a mile; south approximately 900 feet; west approximately one quarter of a mile; north approximately 600 feet; west approximately one quarter of a mile; then north to Rex Molly Road (the map below reflects the Plan area). The zoning plan provides conditional zoning of SR, CR-3, CR-5, TH, CB-1, CB-2, CI-1, and CI-2 zoning districts; and school, cemetery, recreation, open space, park, and lake uses subject to certain conditions (subsequent rezonings that superseded the Plan's conditional zoning are depicted on the map titled AVail-Posta Quemada Zoning Plan @ in blacked-out areas). In addition, the plan establishes thoroughfare rights-of-way of 300 to 500 feet. The existing underlying zoning within the zoning plan area is: IR, RH, SR, GR-1, CR-2, and SP zoning. (District 4)
