2. Those wishing to speak must sign in and state name and address.

3. Speakers will have THREE minutes each to present testimony. More time may be granted at the discretion of the Chairman. The Commission requests that they not be repetitive. When there is a large group wishing to speak, it will be appreciated if one or two persons could represent the group.

4. Public hearing will then be closed and debate will be limited to Commission and staff.

5. Commission votes on motion and the outcome is announced.

An ordinance of the Board of Supervisors of Pima County, Arizona; relating to zoning; amending the Pima County Code Chapter 18.09.020 Bed and Breakfast Establishments to allow such establishments in the RVC Zone; Chapter 18.15 (Mount Lemmon Zone) to adopt alternative Hillside Development standards, to amend setback standards, to amend lot size and dimension requirements, to amend area and yard requirements, to amend site coverage requirements, to amend accessory building requirements, to amend landscaping requirements, to amend parking and loading standards, and to amend other related development standards in the ML Zone; Chapter 18.41 (Rural Village Center) to allow residential as a permitted use, to make future commercial uses conditional uses, to add Bed and Breakfast establishments as a conditional use, to exempt from the conditional use permit requirement properties that had a commercial use on them on June 19, 2003, to adopt alternative Hillside Development standards, to amend minimum lot size requirements, to amend area and yard requirements, to amend site coverage requirements, to amend parking requirements, to amend landscaping requirements, to amend scenic route setbacks and setbacks from residential properties, to modify architectural review standards, and to amend other related development standards in the RVC Zone; Chapter 18.73 (Landscaping and Buffering and Screening Standards) to amend the required standards in the ML and RVC zones; and Chapter 18.75 (Off-Street Parking and Loading Standards) to amend the required standards in the ML and RVC zones. REZONING FOR NEW PUBLIC HEARING

8) Co9-03-20 PIMA COUNTY–MT. LEMMON/ASPEN FIRE AREA REZONINGS (BOARD OF SUPERVISORS INITIATED)
Request of Pima County for a rezoning of a total of approximately 13.0 acres to RVC (Rural Village Center) from the following: approximately 1.6 acres of GR-1 (Rural Residential), approximately 1.0 acres of CB-1 (Local Business), approximately 0.9 acres of CB-2 (General Business), and approximately 9.5 acres of ML (Mount Lemmon); and for a rezoning of a total of approximately 165.0 acres to ML (Mount Lemmon) from the following: approximately 125.1 acres of RH (Rural Homestead), and approximately 39.3 acres of IR (Institutional Reserve). The area proposed to be rezoned to RVC is located on the east and west sides of the northern portion of North Sabino Canyon Parkway in the village of Summerhaven. The area proposed to be rezoned to ML includes the Loma Sabino Pines area, properties in the western and southwestern portions of Summerhaven, and parcels located in the Soldier Camp area approximately one-half mile southeast of Summerhaven. The proposed rezoning comforms to the Pima County Comprehensive Plan Co7-00-20. (District 4)

COMPREHENSIVE PLAN AMENDMENT FOR NEW PUBLIC HEARING

9) Co7-03-20 PIMA COUNTY – MT. LEMMON/ASPEN FIRE AREA PLAN AMENDMENT (BOARD OF SUPERVISORS-INITIATED AMENDMENT FOR IMMEDIATE REVIEW)
Request of Pima County to amend the Pima County Comprehensive Plan pertaining to the subject properties from Resource Conservation (RC) to Rural Forest Village (RFV) with a Special Area Policy for a maximum density and intensity comparable to that which existed on June 19, 2003. The subject properties total approximately 455 acres and are located in four areas generally described as the Willow Canyon area (portions of Sections 15 and 16 of T12S, R16E); the Mt. Bigelow area (a portion of Section 4 of T12S, R16E); the Soldier Camp area (portions of Sections 5 and 6 of T12S, R16E and portions of Sections 31 and 32 of T11S, R16E); and the Loma Linda/Summerhaven area (portions of Sections 30 and 31 of T11S, R16E and portions of Sections 25 and 36 of T11S, R15E), in the Catalina Foothills Subregion.
