SPEAKING PROCEDURE

1. All speakers will position themselves so they can approach the podium as quickly as possible.
Please submit speaker's cards to the Commission Recording Secretary.

2. Those wishing to speak must sign in and state name and address.

3. The applicant will speak first and limit presentation to 15 minutes. The applicant may request and may be granted additional time if Commission is notified prior to public hearing.

4. Individual speakers from the audience will have five minutes each to present testimony. The Commission requests that they not be repetitive. When there is a large group wishing to speak, it will be appreciated if one or two persons could represent the group. They may request and be granted additional time if the Commission Recording Secretary is notified prior to public hearing.

5. The applicant will then have five minutes to rebut points raised.

6. Public hearing will then be closed and debate will be limited to Commission and staff.

7. Commission votes on motion and the outcome is announced.

7) Co9-02-09 MANSHARDT ET AL - CAROLYN BEACH AVENUE REZONING
Request of Manshardt at al, for a rezoning of 3 acres from CMH-1 Restricted (County Manufactured and Mobile Home) to SH (Suburban Homestead) located approximately 4,000 feet east of the intersection of Colossal Road and Dawn Drive on the east side of Carolyn Beach Road. The proposed rezoning conforms to the Pima County Comprehensive Plan Co7-00-20. (District 4)

SPECIFIC PLAN AMENDMENT FOR PUBLIC HEARING

8) 1008 Co-23-87-03 SANTA RITA RANCH SPECIFIC PLAN (FIRST AMENDMENT)
Request of Santa Rita Bel Air Hills, LLC et al., represented by Planning Resources, for modifications (substantial changes) of the Santa Rita Ranch Specific Plan, adopted as Ordinance #1988-82, as amended. The applicant requests to:

  • Replace the VC (Village Center) land use classification, located north of Camino Del Toro and in the Santa Rita East Planning Area with the MDR (Medium Density Residential) land use classification;
  • Delete all references in the Specific Plan to VC (Village Center) in maps, development standards and ordinance 1988-82;
  • Replace the HDR (High Density Residential) land use classification, located south of Camino Del Toro and Melpomene Way in the Santa Rita East Planning Area with MDR (Medium Density Residential) land use classification;
  • Modify the development standards of the LDR-2 (Low Density Residential - 2) land use classification by amending side yard setbacks from a total of 18 feet to 10 feet, with the minimum for each lot in accordance with the Pima County Building Code;
  • Update the Santa Rita Ranch Specific Plan Phasing Schedule to the current time frame regarding completion dates; and
  • Amend the Santa Rita Ranch Specific Plan Phasing Schedule Phase II by combining the current VC Planning Area into Santa Rita East (section 24) Planning Area and moving Santa Rita West (section 25) Planning Area and Santa Rita East (section 25) Planning Area to Phase III.

The subject area is about 442 acres located on the west side of the Melpomene Road alignment north of Camino Aurelia, about ½-mile east of Houghton Road, and ½-mile south of Sahuarita Road, within the Santa Rita Ranch Specific Plan, which is about 1,900 acres rezoned in 1988 to SP (Specific Plans). (District 4)

BUILDING CODE TEXT AMENDMENT FOR NEW PUBLIC HEARING

9) Co-19-02-01 VIOLATIONS AS CIVIL INFRACTIONS
An ordinance of the Board of Supervisors of Pima County, Arizona, relating to Building and Construction; amending the Pima County Code by amending section 15.04.050, chapter 15.04, relating to violations as civil infractions, providing that violations may be enforced either through the hearing officer procedure or by any other remedy provided by law.
