SPEAKING PROCEDURE

1. All speakers will position themselves so they can approach the podium as quickly as possible. Please submit speaker's cards to the Commission Recording Secretary.

2. Those wishing to speak must sign in and state name and address

3. The applicant will speak first and limit presentation to 15 minutes. The applicant may request and may be granted additional time if Commission is notified prior to public hearing

4. Individual speakers from the audience will have five minutes each to present testimony. The Commission requests that they not be repetitive. When there is a large group wishing to speak, it will be appreciated if one or two persons could represent the group. They may request and be granted additional time if the Commission Recording Secretary is notified prior to public hearing.

5. The applicant will then have five minutes to rebut points raised

6. Public hearing will then be closed and debate will be limited to Commission and staff.

7. Commission votes on motion and the outcome is announced.

6) Co8-99-06 RETAIL CENTERS AND LARGE-SCALE RETAIL ESTABLISHMENTS
Proposal to amend the Pima County Zoning Code (Title 18) by adding definitions, development standards and review procedures for Large-scale Retail Establishments, Regional Retail Centers and Neighborhood Retail Centers. The proposed amendment will modify chapters 18.03 (General Definitions); 18.39 (proposed General Commercial Zoning Provisions); 18.41 (RVC Rural Village Center Zone);18.43 (CB-1 Local Business Zone); 18.45 (CB-2 General Business Zone); 18.49 (CPI Campus Park Industrial Zone); 18.51 (CI-1 Light Industrial/Warehousing Zone); 18.53 (CI-2 General Industrial Zone); and 18.75 (Off-Street Parking and Loading Standards) of the Pima County Zoning Code. The proposed amendment will also add development standards and review procedures for residential development in commercial zones by modifying chapters 18.39, 18.43 and 18.45. (All Districts)

8) Co23-89-02 SABINO SPRINGS SPECIFIC PLAN (FOURTH AMENDMENT) Co12-93-11 SABINO ESTATES AT SABINO SPRINGS
Request of The Planning Center, representing Perini Land and Development Company et. al., for:
  • modifications (substantial changes) of specific plan requirements. The applicant requests to increase the maximum grading cap of the specific plan to greater than 56 percent. The applicant also proposes to waive the natural open space requirement of 80 percent, while leaving all undisturbed areas outside of the designated building envelopes of each lot as natural open space. The applicant also requests to waive the requirement that slopes of 20 percent or greater be designated as natural open space; and

  • waivers of subdivision plat notes regarding grading restrictions found in administrative control notes #10,11,12,19,20 and general note #6.

The subject area (Sabino Estates) is 80.03 acres zoned SP (Specific Plans, Sabino Springs Specific Plan, adopted as Ordinance 1990-53, as amended), designated RA-1 (Estate Lots), and is located east of Bowes (Harrison) Road, south of the Coronado National Forest, and ¾-mile north of Snyder Road. 9) Co9-01-22 WARNER - EMPTY WASH LANE REZONING (ZONING PLAN)
Request of William and Myrtle Warner for a waiver of the platting requirement of the Lago Del Oro Zoning Plan. The applicant requests a rezoning of 1 acre of a 2 acre parcel from GR-1 (Rural Residential) to SH (Suburban Homestead) while Pima County requests rezoning of the entire 2 acre parcel from GR-1 to SH, which is located on the south side of Empty Wash Lane easement approximately 300 feet south of Edwin Road and 800 feet east of Columbus Boulevard.
