SPEAKING PROCEDURE 

    1. All speakers will position themselves so they can approach the podium as quickly as possible.

    Please submit speaker’s cards to the Commission Recording Secretary. 

    2. Those wishing to speak must sign in and state name and address. 

    3. The applicant will speak first and limit presentation to 15 minutes. The applicant may request and may be granted additional time if Commission is notified prior to public hearing. 

    4. Individual speakers from the audience will have five minutes each to present testimony. The Commission requests that they not be repetitive. When there is a large group wishing to speak, it will be appreciated if one or two persons could represent the group. They may request and be granted additional time if the Commission Recording Secretary is notified prior to public hearing. 

    5. The applicant will then have five minutes to rebut points raised. 

    6. Public hearing will then be closed and debate will be limited to Commission and staff. 

    7. Commission votes on motion and the outcome is announced.

    Request of Eva Lee Easter for a rezoning of 5.00 acres from RH (Rural Homestead) to GR-1 (Rural Residential), located on the north side of Jalisco Road, approximately 1 3/4 miles east of Arivaca Road. The request lies within and conforms to the Conceptual Land Use Element of the Pima County Comprehensive Plan, Co7-89-1. (District 3)

MODIFICATIONS (SUBSTANTIAL CHANGES) OF SPECIFIC PLAN REQUIREMENTS

    6) Co23-87-03 SANTA RITA RANCH SPECIFIC PLAN (FIRST AMENDMENT)

    Request of Santa Rita Bel Air Hills LLC et al., represented by Stantec Consulting, for modifications (substantial changes) of the Santa Rita Ranch Specific Plan, adopted as Ordinance #1988-82, as amended. The applicant requests to:

  •  change about 10 acres from a designated elementary school site to the LDR-2 land-use classification (average 6,500 square feet per lot);

  •  amend the Santa Rita Ranch Specific Plan Phasing Schedule by removing the subject area from Phase II of the phasing schedule;

  •  revise the approved specific plan exhibit to depict minor land-use boundary adjustments based on topography, drainage, rights-of-way, or similar features;

  • amend the development standards of the LDR-2 land-use classification by reducing side yard setbacks from 18 feet total to 10 feet total;

  •  amend the development standards of the MDR land-use classification by reducing the minimum site area from 10,000 to 4,000 square feet and the average area per single-family detached dwelling from 5,000 to 4,000 square feet;

  •  amend the permitted uses and development standards of the HDR land-use classification by allowing single-family detached dwellings with a minimum lot area of 4,000 square feet;

  •  amend the permitted uses and development standards of the VC (Village Center) land-use classification by allowing single-family detached dwellings in accordance with the HDR development standards.

  • The subject area is about 442 acres located on the west side of the Melpomene Road alignment north of Camino Aurelia, about ½-mile east of Houghton Road, and ½-mile south of Sahuarita Road, within the Santa Rita Ranch Specific Plan, which is about 1,900 acres rezoned in 1988 to SP (Specific Plans). (District 4)

The applicant requests a rezoning of 1.17 acres from GR-1 (Rural Residence) to CMH-2 (County Manufactured/Mobile Home - 2 Zone) located on the south side of Lamb Drive, approximately one-quarter mile east of Oracle Road, south of Mainsail Drive.
